@wing to the financial difficulties of the Government

for the past few years wholesale reform has been intro-

duced in the financial administration, and now receipta

are sufficient to cover all expenditures of the State.

However hereafter there are important financial affairs,

such as te unification of currency and the improvement

of the management of public loans which require to be

greatly developed. It will be noticed that the Bank of

China and the Bank of Communications, which are in nature

National Banks, have won great public confidence, and they

have for years past rendered affective services in the

management of the Goverment Treasury and the issue of

Bank notes. These Banka are hereby ordáred to continue

to expand their business according to the policy which has

hitherto been followed by tha Thus they will be able

to render services for the furtherance of durrency Reform

and the success of the Public Loans. These two Ranka

should share together the above mentioned responsibili-

ties and do their best so that the plans of the Government

for the improvement of the currency system and the reform

of the financial adɛinistration may be attained. The

Ministries of Finance and Com unications are hereby ordered

to issue the above instructions to these two Ranks.
